Eftersom du skriver på svenska gissar jag att du har ett svenskt pass. Isf hade det räckt med ett E-visitor. Då får du stanna 3 månader och det kostar gratis. Läs mer om dina olika alternativ som turist här:http://www.immi.gov.au/visitors/tourist/visa-options.htm
Resterande svar får bli gissningar som jag baserar på hur det brukar fungera i Oz:
Nej du kan nog inte "byta" ditt nuvarande visum till ett WHV. Däremot kan du ju ansöka om ett nytt WHV. Är du redan inne i landet kanske du måste ut en runda innan du kan söka WHV, men det kan du säkert googla fram själv. Rekommenderar immi.gov.au
Nej du får nog räkna med att Australienska staten behåller vad du betalade för ditt turistvisum.
Men jag kan som sagt ha fel.

The Visa Application Charge is levied per person except for children who are included in a parent's passport. The Visa Application Charge is a processing charge and cannot be refunded irrespective of the outcome of the application.
***My travel plans have changed and I only want to enter Australia as a
visitor, not as a Working Holiday Maker, what should I do?
You can apply for an electronic Tourist Visa (e676) or eVisitor (e651): the
grant of the visitor visa will cause the Working Holiday visa to cease. You may
apply for another Working Holiday visa in the future as long as you have not
entered Australia on a Working Holiday visa before. You will need to
pay another visa application charge and meet the general requirements.
Note: If you wish to obtain an ETA (electronic travel authority) for a short visit,
you must contact the WHM helpdesk to have your WHM visa cancelled before
you can enter using the ETA. The ETA will not come into effect until the WHM
