Jag vet inte hur den officiella hållningen är, men de verkar inte
för samma krig mot droger som i t.ex. Thailand. Fängelsestraff
blir det tal om endast om man inte kan betala böterna/mutan
till polisen - eller kanske om man sitter med stora mängder
heroin eller något.
Det verkar dock som det hårdnat till en del sedan 2000:
